ITANAGAR, July 17: Pema Khandu was today sworn in as the new Chief Minister of Arunachal Pradesh heading a Congress government, a day after the party pulled off a dramatic success winning back all its rebels by choosing a new leader, marking the culmination of fast-paced political developments.
Chowna Mein was sworn in as the Deputy Chief Minister.
Son of late Chief Minister Dorjee Khandu, 37-year-old Pema, who became the youngest chief minister in the country, has come a long way to occupy the coveted post.
Hours ahead of the scheduled floor test in the Assembly yesterday which Chief Minister Nabam Tuki was directed by the governor to take, the Congress Legislature Party had elected Pema, in place of Tuki, in a dramatic turnaround. Tuki was restored to the Chief Minister's post on Wednesday by the Supreme Court.
Pema then staked claim to power on the basis of the support of 45 party MLAs along with two independents.
Addressing a press conference, Khandu, said "all projects undertaken by the previous regimes in the last four years will be fast tracked and thrust will be given to tourism, hydropower, agriculture and horticulture, health education and communication."
He said he would inculcate a 'Team Arunachal' spirit among elected leaders irrespective of party affiliations for overall development of the state. All elected leaders of the state would be made a part of the development process cutting across political lines.
Khandu who has twice won unopposed from Mukto assembly constituency in Tawang district bordering China, said he would make special effort to stop migration of people from border areas by providing all facilities with the help from the Centre under the Border Area Development Programme (BADP).
"Something needs to be done seriously so that people stop migrating from border areas," he added.
Responding to a question, he said the government would find ways to tap the petroleum resources and harness the hydropower potential which could be a money spinner for the state.
On the 2,000-MW Lower Subanisiri Hydro Electric Project (LSHEP) at Gerukamukh, work for which remained suspended for the last several years following protest from anti-dam activists in neighbouring Assam, Khandu emphatically said he would discuss the issue with the Assam government as well as the Centre for a solution.
He said that in all the hydropower projects the affected people should be taken into confidence by both the executing agencies as well as the state government.
He would study the proposals prepared by the previous government and submit them to Centre for financial assistance.
The chief minister said the expansion of his ministry would take place only after Governor Tathatgata Roy returns to the state.
Asked if there would be an ego clash with his senior Cabinet colleagues, Khandu said all senior MLAs had extended their support to him and that he would seek their advice.
Deputy Chief Minister Chowna Mein, who also served as a minister with Dorjee Khandu, said, "All our senior leaders have full faith in him and we will extend all possible support to him."
On the controversial Green Field Airport issue, Khandu said he would discuss the issue in the Cabinet and would take a decision accordingly.
Asked about the present status of Mon Autonomous Council and Patkai Autonomous Council which was passed by the state legislative assembly and forwarded to the Centre, Khandu said that the matter lay with the Union Home Ministry which would decide on it.
In his maiden meeting with the senior officials of the state led by Chief Secretary Shakuntala Gamlin after assuming office, the Chief Minister Pema Khandu also took stock of the Information Technology development in the state.
Khandu said that his govt will mainly focus on infrastructure, social sectors, maintain transparency and checking corruption. The govt will also give emphasis on employment generation of the youths involving private entrepreneurship, he said.
While saying that he will go to the details of every department on one to one basis to know about the developmental aspect as well as the exact position of the departments, he called upon the top bureaucrats of the state to extend full cooperation and to work in coordination to take the state to newer heights of development.
Speaking on the speculation of the young age of the Chief Minister, Deputy Chief Minister, Chowna Mein said, his thoughts are mature and has a clear vision for the state and its people.
Mein further said, the govt will work with proper planning and ensure financial stability. He also called upon the bureaucrats, technocrats, NGOs and civil society to support and cooperate with the government in its endeavour to bring over all development of the state.
Chief Secretary Shakuntala Gamlin briefed the Chief Minister about various developmental aspects of the government. Among others, MLAs PD Sona, Pani Taram and Mama Natung were present in the meeting.
Pema calls for better coordination between Govt and Party
Meanwhile, addressing a meeting organised by the Arunachal Pradesh Congress Committee (APCC) Chief Minister, Pema Khandu has advocated for better coordination between govt, and the Congress party.
He also assured to take up all plans, programme and policies of previous Congress Govts, into right track and on top priority.
Khandu extended gratefulness to former chief minister Nabam Tuki for nominating him as the CLP Leader to lead the Govt.
Congratulating the new CM and Dy CM, APCC president Padi Richo said that former chief minister Nabam Tuki will be remembered in the history of state politics and Indian National Congress party for his sacrifice.
Richo assured to co-operate and extend all necessary coordination and support for smooth functioning of the Govt and believed that the land of rising sun, the Arunachal Pradesh will rise, flourish and march towards faster development under the rule of Congress govt, under the leadership of Pema Khandu.
Former Chief Minister Nabam Tuki, emphatically suggested for strengthening of Congress party in the state in particular and country as a whole as Congress is a grass- root oriented national party. He elaborately explained all pros & cons, dos & don'ts of party and the govt, for smooth functioning and to establish egalitarian society for the well being of the state. He assured to guide the Govt, and the party, wherever necessary and extended his best wishes to the new Govt, to flourish in all fronts in days to come.
Expressing happiness on coming back of Congress government in the state, Dr.K. Jayakumar, Secretary AICC, I/c Arunachal Pradesh said, "This could been possible due to Nabam Tuki, who for the interest of the Congress party sacrificed by nominating Pema Khandu as new CLP Leader."
He advised the govt, and party to work unitedly without any discrepancies.
Chowna Mein, Deputy Chief Minister assured to remain loyal & faithful for the party and will take the govt, in the right direction for welfare of the people of Arunachal Pradesh.
Mountaineers Convention 2016
Anshu urges Centre to formulate mountaineering policy
MUMBAI/ITANAGAR, Jul 17: Ace mountaineer Anshu Jamsenpa emphasized on the need to exchange ideas, discuss newer techniques and interact with fellow mountaineers on various adventure and mountaineering issues.
Attending the 15th Girimitra Sammelan 2016 at Mumbai, Anshu opined that Government of India should formulate mountaineering policy on the lines of neighboring country Nepal, citing several benefits. She also asked the mountaineering fraternity to visit her home state and explore the snow clad mountain range of Arunachal Himalayas.
President of Maharashtra Sewa Sangh Chandrashekhar Vaze during his keynote address said that the idea of bringing together the top women mountaineers under a single platform was to promote the sport of mountaineering in the society through their presentations and deliberations. By witnessing the stories of the famous personalities, the attendees would get a first-hand experience of the courage, determination and the inspiration to motivate themselves and others, he said.
Dr. Rashmi Karandikar, IPS stated that trekking and mountaineering in India has never been in the limelight.
But, of late, it has become a rage as can be observed from the scores of adventure and mountaineering activities taking place throughout the length and breadth of the country. She also said that there is no opportunity, no possibility that has been left un-attempted by today's women and I salute these fiery women mountaineers who are the role models for a better India.
Six women mountaineers, Padmashree Chandraprabha Aitwal, Anshu Jamsenpa, Santosh Yadav, Suman Kotiyal, Poorna Malawat and Maya Sherpa were felicitated during the convention for their mountaineering achievements.
More than 1000 delegates representing over 250 mountaineering clubs and groups attended the two-day mountaineers convention held in MSS Auditorium Mumbai recently. The theme of this year's convention was 'Mountaineering & Women'.
Pul congrats CM, Dy CM
ITANAGAR, Jul 17: Former Chief Minister Kalikho Pul congratulated Pema Khandu and Chowna Mein for being sworn in as the Chief Minister and Deputy Chief Minister.
Arunachal is poised at a new watermark in its history and today is the time for each one of us to re-dedicate ourselves to the service of this land we call home. It is only with a unified vision and collective efforts that we can truly take Arunachal to new heights, said Pul in a statement.
Stating that he was overwhelmed by the large number of SMSes, telephone calls and posts on social media he has received from the people of Arunachal and other states in the last few days expressing their show of support, Pul said that he was humbled by the faith the people had shown on him and expressed his gratitude for standing with him in these moments of trial.
"I will cherish your words of support all my life," Pul said emphatically.
"I want to reassure you that my commitment to service and public good will remain, whether I am in office or not. Your words will always resonate in my heart and encourage me and motivate me to work harder and contribute more than what I have. Of that you can be assured," Pul reaffirmed.
"I tried my level best to serve the people during the 4 and ½ months in office. With the support of my colleagues in the Cabinet and my MLA friends, I put in place policies and made administrative decisions that I am confident will ensure people in Arunachal have jobs, get the best of public services, have access to quality education and healthcare and live life with peace and security."
Pul also expressed gratitude to the officials in the government led by the Chief Secretary, who have spent long hours to make these initiatives come into place, various NGOs, community based organizations and even individuals who, in different capacities and on different occasions have extended their contribution support to him.
"All said, the installing of a popular government at that juncture was truly a balm to the confusion and sense of insecurity that prevailed and brought back reassurances of democratic traditions," Pul said in his statement while expressing gratitude to People's Party of Arunachal and its leaders.
Meanwhile, Pul condoled the death of driver Amit Lama, whose body was recovered on Sunday morning. Lama was washed away by mudslide near Potin.
He also appealed to the government to extend all possible help and assistance to victims of the recent fire accidents at Lower Chinkoi village under Dadam circle and Namsai daily market and families of Lama at the earliest.
Arunachal’s political instability, a BJP connection!

Arunachal Pradesh, a state that often makes headline over reported Chinese incursion or staple visa, has this time around taught the nation a great constitutional lesson on federal structures and limited role of Governor in an parliamentary system of government, with the Supreme Court judgment on July 13 last wherein the apex court quashed Governor JP Rajkhowa's decision to advance the Assembly session from January 14, 2016 to December 16, 2015.
Though many would construe this news to have projected the state in the bad light over the turn of events, in the political arena, it has still opened eyes to understand the significance of such lesson in world's largest democratic country like India.
If one is to recall the political developments unfolded in the recent past, a Bharatiya Janata Party (BJP) connection is evident in the "political instability" experienced in the state.
Chronologically, Prime Minister Narendra Modi openly had warned NabamTuki Congress government from grand podium at IG Park here on March 31, 2014 during the Lok Sabha election campaign saying there would be no savior at Delhi to save Congress rule states after May 16 (election result).
Years after, dissidents brewing within Congress party, saw couple of powerful ministers dropped from council of ministers by the then CM Tuki. This was known to be the spark to the month-long smouldering in grand old party. Dethroned ministers were later alleged that they were hobnobbing with BJP at Centre to topple popularly elected Congress government in Arunachal.
The assumption of Governor's office by Rajkhowa had ignited a full-scale political war whose proportion is far-reaching for anyone to imagine.
Congress training its guns at the Governor then, alleged him of BJP agent. Rajkhowa who had illustrious career as an efficient IAS officer is now blotted by his action, as he "unconstitutionally" advanced the Assembly session and recommended President Rule in frontier state.
There is a general perception that BJP has experimented to topple Congress Govt with Governor Rajkhowa in Arunachal who is now considered as "BJP sacrificial lamb" after the Supreme Court's judgment which ruled Governor's action as "unconstitutional".
The unconditional outside support extended to Kalikho Pul by 11 legislators during composite floor test, and subsequent revelation of Union Minister of State for Home Affairs Kiren Rijiju being offered CM post by Kalikho Pul testified that political instability and turmoil had BJP linkage deep down.
Amidst murmuring atmosphere among legislators who were recently brought back to Congress from People's Party of Arunachal (PPA) after the Supreme Court's judgment, Pema Khandu took oath as 9th Chief Minister of Arunachal Pradesh and also youngest Chief Minister of Indian states.
Perhaps it would be too early for Arunachal Pradesh Congress Committee (APCC) to jubilate over restoration of Congress Government in Arunachal by the Supreme Court verdict, as the state has track records of hobnobbing with the power at Centre irrespective of parties.
There is also a question whether assumption of new Chief Minister Pema Khandu would ensure political stability in state. If Khandu scion is able to suture up the cracks within party which had developed after discord fight, the grand old party will be able to complete its five years term without hiccup.
It is for the people to wait and watch if a new episode is to unfold in the series called "Arunachal Politics".
PS: Governor Incharge Tathagata Roy has reportedly left for Tripura probably on leave for a week, this would unnecessarily prolong swearing in for the Chief Minister Pema Khandu's council of ministers.In such inescapable political unrest, whether the governor leave is deliberate or incoincidence that needs to be answered.
NES felicitates toppers, achievers
ITANAGAR, Jul 17: Nyishi Elite Society (NES) has awarded its Annual Academic Award and Scholarship-2016 to student achievers of the community in a function at Nyikum Nyia Hall, Nyirubjolli on July 16.
Students, who have qualified in JEE (Advanced), topped in APJEE-PCB and Class 12 (Humanity, Science, Commerce) examinations were honoured/felicitated on the occasion.
The students, who have qualified in All India (ST) JEE (Advanced) are Licha Talo (50th rank), Toko Tadh (63rd rank), Nabam Jumsi (374th rank), Mark Nari Lingfa (448th rank), Tadar Kama (517th rank) and Tage Jigi (970th rank)
First three toppers in APJEE-PCB amongst the students of the community Bengia Mire (5th), Chera Agu (8th) and Tai Narba (12th) were felicitated.
Tarh Ama (93.80 %), Mallo Anu (92.40 %) and Takam Sakap (89.60%) stood first, second and third positions in Humanities in All India Senior Schools Certificate Examination (AISSCE)-2016.
Jorjee Sonam, Boria Tutu and Maga Doni securing 91.00 %, 88.20 % and 88.00 % marks respectively stood the first, second and third positions in Science while Nabam Takam (87.60 %), Likha Taram (83.00 %) and Nangram Rinium (73.80 %) secured the first, second and third positions respectively in Commerce stream amongst the students of the community. All of them were felicitated and awarded the NES Annual Academic Award & Scholarship-2016.
Describing the budding talents as the future of the community, NES President Bengia Tolum exhorted them to work harder to bring laurels to the community, the state and the nation as a whole.
"If we do not care our family and the community, we will be nowhere," he said while reminding one and all to be deep-rooted to the community service.
"A structure cannot be safe without strong foundation," he remarked.
While praising the parents and guardians for nurturing their children for bringing name and fame to the community, Tolum suggested the students to achieve their ultimate goals through hard work, perseverance and above all, high degree of morality. He wished them for their bright future.

Public anger grows on delay in construction of civilian terminal

PASIGHAT, Jul 17: Inordinate delay in the construction of a civilian terminal in the Advanced Landing Ground (ALG) at Pasighat, East Siang district has led to resentment among locals here.
The Pasighat ALG, part of the Air Force's ambitious plan to re-launch eight ALGs in the state, is almost complete but the promised civilian terminal still seems a distant dream. "The construction of the ALG is nearing completion but there is no sign of a civilian terminal. We need a civilian airport rather than a military one," said the local people.
Various organizations led by Adi Baane Kebang (ABK)'s East Siang Unit have stepped up their demand for a civilian terminal at the Pasighat ALG at the earliest. 'Civilian Terminal Demand Committee ALG Pasighat' submitted a memorandum on the matter to East Siang Deputy Commissioner last month.
Locals allege that the Indian Air Force (IAF) would use the ALG simply as a defence base and not for civilian use as promised.
East Siang DC, Isha Khosla on June 8 had convened a joint meeting to resolve the demand made by the Committee, wherein she informed that an alternative land acquisition procedure was underway for infrastructure development of the Civil Terminal.
It is said that about 24 acres government land adjacent to ALG was preferred by Airport Authority of India (AAI) for developing the Civil Terminal, but the state government has not yet cleared the site.
The demand committee in its second meeting conducted at Solung Ground today viewed that the completion of the ALG is nearing but AAI and IAF made no initiation for construction of the Civil Terminal as part of the ALG.
A meeting of the demand committee has given 10 days ultimatum to the state government for clearing the construction of the civilian terminal.
On the other hand, eminent citizens of the area have pointed towards non-release of fund by Civil Aviation department as cause for delay in construction of civilian terminal at Pasighat ALG.
According to retired IAF officer Mohanto Pangging, the ongoing construction of the ALG is funded by Union Ministry of Defence. The ministry will not work to develop civilian terminal as it is concerned to Civil Aviation department under Home Ministry.
Pangging, who served as Group Captain, said the runway of the ALG could be used for both Military and Civil purposes, but, there should be some international security norms followed in development of the airport.
Don't try to be yourself always, Jini asks students
ITANAGAR, Jul 17: Health & Family Welfare Director Dr. Moji Jini has advised the students to learn the language and culture of other people also. "Don't try to be yourself always, rather try to be among the masses, Jini said while addressing the students at a felicitation function held at Jubilee Hall of Dera Natung Govt. College here on Saturday.
While lauding both students and parents for their wholehearted commitment towards the education, Dr Jini further emphasised on charity work saying that no successful individual can attain satisfaction in life without doing something for others.
Attending the function Secretary (WRD ) Geyum Padu advised the students to work hard to achieve the desired goal in life.
Padu said that the students should not have a complacent attitude with whatever they have achieved since there are still miles to go.
Both Dr. Jini and Padu wished them bright future.

60 meritorious students belonging to the community were felicitated the HRD & Education Development Committee of Galo Welfare Society (GWS) in the felicitation function.
Students, who have excelled in class 10, 12 examinations and topped/won gold medal(s) in university (UG/PG) and various entrance examinations were felicitated and given them merit certificates with cash awards.
In another programme, All Tirap District Students' Union (ATDSU) has felicitated seven meritorious students of Government schools of Tirap district, who have excelled in Class X and XII examinations this year.
Four Class X and three Class XII students were felicitated on the occasion, which was attended by EAC T Aran, ZPM Dadam block Ngamchai Kamhua and the Deputy Commandant of 16 Assam Rifles, among others.
The students were also felicitated by Assam Rifles with cash awards.
Resource person Gankhu Sumnyau, Asst. Prof. of WRG College spoke on the importance of education in todays competitive world while advocate G Sumnyau spoke about various social evils prevailing in the society.
The programme was also attended by representatives from various schools, public leaders, students, teachers and principals.
Body of Amit Lama recovered
ZIRO, Jul 17: The body of driver Amit Lama, who was washed away by mudslide on Hoj-Potin highway, was recovered from a deep gorge on Sunday morning.
Braving inclement weather, the search operation led by Yazali CO Likha Radh under the supervision of Lower Subansiri Deputy Commissioner Kemo Lollen retrieved the body of Lama, who was driver of Secretary Sports and Youth Affairs Dani Salu.
The body was brought to Itanagar from RHEP NEEPCO Ltd. Yazali after conducting post mortem.

Orgs pins hope on new Govt
ITANAGAR, Jul 17: Arunachal Chamber of Commerce & Industries president Techi Lala, general secretary Tarh Nachung and chief adviser Pradeep Kumar congratulating the new Govt led by Pema Khandu hoped that the trade and commerce would enter a new chapter to facilitate the traders to contribute to state building.
Appreciating the new Govt for prioritizing education sector, All Arunachal Pradesh Students' Union president Kamta Lapung, in a statement, termed the decision wise as education hold panacea to all ills confronting the humanity today. Congratulating Pema Khandu for becoming the 9th Chief Minister of Arunachal Pradesh, the State Nationalist Congress Party (NCP) President Gicho Kabak and vice president Nima Sange hoped that Pema led Congress Government will put more stress for social harmony among all tribes and development of the state in all dimensions.

Tukis exit proves our stand; Governors actions right: BJP
New Delhi, Jul 17: BJP today claimed that the resignation of Nabam Tuki as Arunachal Pradesh Chief Minister has "vindicated" its stand and proved "right" Governor J P Rajkhowas decisions following the political crisis in the state.
"We always said Tuki did not have a majority. The Governor took decisions following the rebellion against him by Congress MLAs and Presidents Rule was imposed. His resignation proves BJP right as well as the actions of the Governor," its national secretary Shrikant Sharma said.
Referring to the Uttarakhand crisis earlier, he said the Supreme Court offered two different solutions for a similar problem, noting that the apex court had asked its Chief Minister Harish Rawat to take a floor test, but restored the previous government in Arunachal.
"If the Supreme Court had asked Tuki to take a floor test as well, then the result would have been different. That is why BJP had called the courts verdict strange," he said.
The apex courts judgement in both the cases have led to the restoration of Congress governments in the two states, dealing a blow to BJPs attempts to topple them.
In a dramatic turnaround in Arunachal, Congress MLAs yesterday chose a new leader in Pema Khandu, who staked claim to power on the basis of support of 45 party MLAs along with two Independents.
"Arunachal crisis was borne out of the internal feud in Congress. Tuki faced corruption charges and the Congress leadership ignored the plea of its MLAs that led to the crisis. Congress should stop blaming BJP for its ills as it is its central leadership that is at the root of its problems," he claimed.
"Congress should introspect. It should take action against its chief ministers like Harish Rawat and Virbhadra Singh who are facing charges of corruption," he said. PTI

High hope on new CM
Pema Khandu has been sworn in as the new Chief Minister of state. At 37 years of age Pema has become the youngest Chief Minister of country. The sudden political development in the last one week has surprised even the most seasoned political watcher. After Supreme Court turned clock back and restored Congress government led by former Chief Minister Nabam Tuki, things changed drastically. Till 15th July Kalikho Pul had been claiming that he has the support of 42 MLAs and that his government will be saved. But in the period between July 15 evening to July 16 morning political situation changed dramatically.
Surprisingly majority of Congress MLAs including rebel leader Pul returned to party fold. Nabam Tuki decided to resign and this paved the way for Pema Khandu to be first elected as CLP leader and then be sworn in as Chief Minister. Khandu assumes the office of Chief Minister at a difficult time. State is going through financial crisis and citizens are deeply divided on political line. Heavy rainfall is creating havoc across the state. There are problems everywhere which need urgent attention of government. However first of all new Chief Minister will have to unite people of Arunachal. He will have to give hope to the people of state that under his leadership Arunachal is in safe hands. There is massive expectation especially from the youths who hope that a youthful Chief Minister will take state to new level of development.

Karsingsa block point need attention
Dear Editor,
Through your esteemed daily, I would like to bring to the eye of all the concern ministers and authorities who are busy in forming new government. I would like to appeal that for god sake at least look into the situation where there is life threatening situation due to natural calamities.
I would like them to take out some time from their power hunger busy schedule and visit Karsingsa block point. Due to continuous heavy downpour there is landslide leading to road blockade and this is threatening the human life.
Some parts of the slope are at danger point and may slide anytime without any warning. When road gets blocked people have to cross by foot, so at the time of crossing anytime rock and mud may fall on them. Traffic gets stuck and many suffer. Students, sick people and office goers are the worst sufferers.
Due to negligence of government two years ago five precious lives were lost due to landslide, out them two were student. Government can be formed anytime but once life is lost it can't come back. So, I would like to appeal the authorities to take up the issue and take necessary steps to prevent any untoward incident.

Add two post inthe advertisement
Dear Editor,
Trough your esteemed daily, I would like to draw the attention of an unresponsive and negligence attitudes of the Arunachal Pradesh Public Service Commission for inclusion and additional advertisement of two AE Electrical posts lying vacant in Hydro Department. The Hydro Department clearly stated that in an RTI filled by an Electrical Engineering Unemployed Association in last February that the Department has already sent two posts to the APPSC for fresh recruitment as per RR rules of the state.
Despite, the issue have been raised and discussed with secretary in his chamber till now no any notification has notified. Instead, the Commission seems to be taking long dozing and taking no haste to gear up our demands. Aspirants having been traumatized and frustrated for last 3 to 4 years as no single AE and JE post have been created by the state government. The gravity of unemployment is grave concerns here to address by our government. If not now, then it could lead to big repercussions in state.
So we as aggrieved aspirants would like to request to APPSC Secretary and concerned authority to advertise and add the two AE Electrical posts in hydro with Power Department AE advertisement.

Through the column of your esteemed daily, I like to request new Chief Minister of Arunachal Pradesh to consider and sanction financial assistance on medical ground that are already under process. More than 150 cases of patient are under process for granting of financial assistance from Govt. Kindly give attention to poor and needy people's cry first.
